【摘要】介绍了浙江省森林生态效益补偿制度的实施现状,分析了目前存在的补偿标准低且单一,补偿资金多渠道投入机制尚未形成,补偿资金分配与管理有待规范,公益林基层管理机构与监管机制不健全等主要问题。针对问题,提出了逐步提高补偿标准,稳步推进"分类补偿",不断拓展补偿资金来源渠道,积极探索政府租赁与赎买方式,规范补偿资金的分配,加强补偿资金的监管,加强公益林基层管理机构和监管机制建设等建议。
