【摘要】 在城乡二元结构下,与城市公民相比,农民不仅在物质生活上相对贫困,而且在权利享有上相对贫困。农民权利贫困的主要根源在于城乡二元结构,城乡二元结构不仅是造成国家权力对农民权利忽视和对农民权利保障的法律救济不力的社会制度根源,而且是造成农民的权利意识薄弱和农民维权组织失声的重要因素。消除农民权利贫困,使农民权利脱贫,既是农民脱贫和解决三农问题的关键,也是推进中国城乡发展一体化战略所要迫切解决的问题。 更多还原
